Rules for Using the Library of International University of Tbilisi

The rules for using the library of International University of Tbilisi (hereafter referred to as the "Library") are based on the Georgian Law on Library Affairs and the library regulations of International University of Tbilisi.

Readers are required to familiarize themselves with the service rules in the library and reading room and to adhere to them.

 

Article 1: Right to Use the Library

1.1. The right to use the library is granted to all individuals who are registered members of the library.

Article 2: Library Membership

2.1. The following individuals have the right to register in the library:

     a) University students;

     b) University staff;

     c) Academic staff;

     d) ) Invited guests of the university;

     e) Other visitors.

2.2. Library membership is confirmed by a registration entry in the library's unified reader database.

2.3. Membership registration for readers is conducted electronically in the library’s database. 

Article 3: Student Registration in the Library

3.1. A university student's registration in the library occurs once during their period of study. A student registered during their bachelor's or single-step program remains a library member throughout their studies and retains membership if they continue with a master's program.

3.2. University graduates have the opportunity to utilize library resources and the reading room.

3.3. Registration in the library is free for university students.

Article 4: Staff Registration in the Library

4.1. University staff are registered in the library for the duration of their employment in relevant positions.

Article 5: Borrowing and Returning Books

5.1. The ability to borrow books depends on the book's category, the number of copies available, and the frequency of demand.

5.2. The following items cannot be borrowed from the library:

  • Books with only one copy in the library;
  • Periodicals (journals and newspapers);
  • Rare editions, old books;
  • Video and audio materials;
  • Dictionaries;
  • Encyclopedias.

 

5.3. Books can be borrowed for the following periods:

     a) Scientific and literary literature – 10 days; this period can be extended once by 10 days;

     b) Scientific and educational literature intended for student use in the current semester is issued for only 24 hours; this period can be extended once by 24 hours.

5.4. A maximum of 3-4 books can be borrowed at a time.

5.5. The borrowing and returning of books are conducted by a librarian using an electronic program that specifies the borrowing and return dates.

5.6. Readers must return books within the specified deadlines unless an extension is possible.

5.7. Upon the expiration of the return deadline, the following conditions apply:

  • Readers can negotiate a return extension with the librarian in person;
  • Extensions are only granted if there is no demand for the book in question;
  • In case of non-return, late return, or damage to the book, the following rules apply:
  • After 14 days past the return date, the reader will no longer be able to access library services;
  • After 30 days past the return date, the borrowed book is automatically considered lost. The reader must replace the lost copy with the same or a thematically similar one;
  • If a reader is found to be consistently late in returning books, they may be denied the right to borrow literature from the library.

 

5.8. Students with outstanding debts to the library will not receive their diploma.

5.9. To obtain a diploma or transfer to another university, a student must present a "clearance card" confirming that they have no outstanding debts to the university library, along with other necessary documents.

5.10. In case of a lost book, the reader may present a replacement copy of the same title or a different title, with the library’s approval. Otherwise, they must pay the cost specified in the act.

Note:  The library administration may, in exceptional cases, request the early return of a book or other materials borrowed from the library. In such cases, the user is obliged to return the requested material within 24 hours of notification. Otherwise, the reader will be considered indebted, and appropriate sanctions will apply.

Article 6: Code of Conduct in the Library

6.1. Users of the library are required to:

     6.1.1. Adhere to the requirements outlined in the university's Code of Ethics and internal regulations.

     6.1.2. Take care not to damage the library's physical resources.

     6.1.3. After using a book, do not place it back on the shelf themselves.

     6.1.4. Return the book to the librarian; library staff will return it to the shelf.

     6.1.5. If a user wishes to reserve a book, they must request this from the librarian. Reservations can only be made for a maximum of 2 days.

6.2. Rules of conduct in the library's reading room:

     6.2.1. After using a book, it must be returned to the librarian;

     6.2.2. The following activities are prohibited in the reading room:

  • smoking;
  • Making noise;
  • Bringing in and consuming food;
  • Damaging books or other educational materials;

 

6.2.3. Only water is permitted in the library.

6.2.4. Non-compliance with these rules may result in the cancellation of the user's library membership and fines.
